ah yeah so chromium just doesn't load other fonts even if you have a font containing the characters installed in your system. so if you wanna see the characters in chrome you have to manually set your standard font to noto symbols 2 in chrome://settings/fonts .

heyy my windows machines (11 and 10) render them just fine. granted you need to install the noto symbols 2 font first. although for some reason chrome is unwilling to render the characters. firefox does it just fine
