there's lots of monarchists and lots of people who believe very strongly in restricting freedom of movement and who value a rigid hereditary hierarchy, i guess it depends on what part of feudalism you consider essential.

I think they kind of don't really care they will just do an invasion anyway and call it toppling a dictator.

Yes, a fraction is a rational number. The rational numbers are the set Q such that for all x in Q, x = a/b for some integer a and b (b != 0).
Decimal notation is just a different way to write a rational number.
Since Q is closed under division meaning that a rational divided by a rational is guaranteed to return a rational number (except for division by zero), then having a fraction with a decimal in it is valid.

If you're running it then it wouldn't be unauthorized, so it'd be legal I'd think. If you are running an AWS or whatever then it's up to the cloud provider what they let you do.
