A Liberal Defense of Tribalism

I think the proposed solutions are somewhat facile (you'd think that voter suppression would be a bigger deal for wide representation than the number of state legislators), but I think the critiquer of the concept of tribalism as used by the pundit class is never the less valid and interesting.
