idk I feel like this is one of those unintentionally neat bits of worldbuilding that sometimes crop up in harry potter, reminds me a bit of the moral panic over ninjas that led Teenage Mutant Ninja Turtles being censored in the UK (swapping Ninja for "Hero") and the laws that still specifically call out things like samurai swords and nunchucks. From following Dana Simpson's career, it seems like you basically have to make newspaper style comics for years and years, create a much loved webcomic classic, then get extremely lucky.
