there was an old fire emblem fan forum it gone now like all the other fe fan sites that arent sf it was p chill and there was a sub forum about romhacking that had all kinds of stuff in it

starmens forum is still there but i think most of the people i talked to are gone

tbh I bet some of the best forums of today are in fact discord channels! it's kind of an oldnew frontier over there! the revival of the chatroom
